
On the afternoon of October 5th, in Hanoi, the Sports and Culture Newspaper (Vietnam News Agency) held the 16th Bui Xuan Phai Award Ceremony – For the Love of Hanoi in 2023. The initiative and proactive preparations by the City of Hanoi, Hanoi Metropolitan University, and related units to introduce “Hanoi Studies” as a subject in general education in Hanoi won the award in the “Ideas – For the Love of Hanoi” category.
Attending the award ceremony were Mr. Le Xuan Thanh – Editor-in-Chief of the Sports & Culture Newspaper, Head of the Organizing Committee; Mr. Ha Minh Hai, Vice Chairman of the Hanoi People’s Committee; representatives of the family of the late painter Bui Xuan Phai, along with the nominated units and individuals. Representing Hanoi Capital University at the award ceremony were Dr. Do Hong Cuong, Secretary of the Party Committee, Chairman of the University Council; and Dr. Le Thi Thu Huong, Head of the Faculty of Culture and Tourism, Project Leader of the project “Training in Hanoi Studies for general education teachers in Hanoi City in the period 2021 – 2025, with orientation to 2030 and vision to 2045”.
The Bui Xuan Phai Award – For the Love of Hanoi, established in 2008 by the Sports and Culture Newspaper (Vietnam News Agency) and the family of the late painter Bui Xuan Phai, aims to honor authors, works, ideas, and actions with high scientific and artistic value, imbued with love for Hanoi.
Speaking at the awards ceremony, Mr. Le Xuan Thanh – Editor-in-Chief of the Sports & Culture newspaper and Head of the Organizing Committee of the competition, affirmed: “We shouldn’t wait until beautiful things have passed before we look back with regret. Right now, all around us there are still so many authors, works, ideas, and quiet deeds, all driven by love for Hanoi.”
And the journalists at Sports and Culture have set themselves a mission to seek out and honor those values by striving to maintain the Bui Xuan Phai Award – For the Love of Hanoi, an award named after the talented artist who left behind the “Phai Street” – “Phai Street” – for Hanoi with his love. We also want to continue that love and spread it to a wider audience.”
From the initial 31 nominations, through the preliminary and final rounds, the judging panel has approved the official list of nominations and this year’s awards, comprising 11 nominations across 4 categories.
Specifically, the “Grand Prize – For the Love of Hanoi” was awarded to director and People’s Artist Dang Nhat Minh for his outstanding contributions to Hanoi through his literary and cinematic works.

The “Job – For the Love of Hanoi” award was presented to: the “Hanoi Autumn – Come to Love” Festival organized by the Hanoi City Investment, Trade and Tourism Promotion Center (Hanoi People’s Committee).
The “Ideas – For the Love of Hanoi” award was given to: The proactive policies and preparatory steps taken by the City of Hanoi, Hanoi Metropolitan University, and related units to introduce “Hanoi Studies” as a subject in general education in Hanoi.

Having been discussed for quite some time, and in 2023, the proposal to include “Hanoi Studies” as a subject in the general education curriculum in Hanoi has taken some fundamental steps and attracted significant public attention.
In fact, this proposal stems from one of the key elements in the capital’s human resource development strategy, as outlined in Program No. 06-CTr/TU dated March 17, 2021, of the Hanoi City Party Committee on “Developing culture; improving the quality of human resources; building elegant and civilized Hanoi citizens in the 2021-2025 period.” This includes the content: “Developing and implementing a training program for teachers of the subject ‘Hanoi Studies’ in the general education system in Hanoi City in the 2021-2025 period.”
To implement this, the Hanoi City Party Committee assigned the Hanoi Metropolitan University the task of developing and implementing the project “Training in Hanoi Studies for general education teachers in Hanoi City in the period 2021 – 2025, with orientation to 2030 and vision to 2045”.

Dr. Le Thi Thu Huong, Head of the Faculty of Culture and Tourism, Hanoi Metropolitan University, and Project Leader, stated: “To establish a scientific basis for developing the project, we recently organized a workshop entitled: ‘Local Education in Hanoi – Current Situation and Solutions.’ Currently, scientists and the author team are developing the content of the specialized topics, which are expected to be completed in 2023 for pilot teaching with a number of target groups. Training courses will begin in 2024 and will last for approximately one year.”
In the long term, as experts mentioned in the recent conference, we need to introduce a full-fledged subject called “Hanoi Studies” into the curriculum of secondary schools in the capital. This subject requires systematic teacher training and should be treated fairly like other subjects in schools. Making “Hanoi Studies” an official subject in the city’s schools, from primary to high school, is logical and extremely important. Essentially, this is indirectly training human resources for Hanoi in all fields.
A question frequently asked is: “When officially recognized as a subject, will ‘Hanoi Studies’ become a burden of knowledge for students already under considerable academic pressure?” Dr. Le Thi Thu Huong stated that, in essence, this is not a new subject, but simply a new name. Previously, before the implementation of the new general education curriculum, content about Hanoi was integrated into extracurricular or after-school activities in high schools. At that time, these activities were not compulsory. With the implementation of the new general education curriculum, Local Education has become a compulsory subject. Therefore, even if “Hanoi Studies” replaces Local Education, it is not a new subject; it was already a compulsory subject in the 2018 General Education Program (currently in effect).
