On August 8th, Tran Duc Thang , member of the Politburo, Secretary of the Hanoi City Party Committee, and Head of the Hanoi City National Assembly Delegation, conducted a field inspection and directed the removal of obstacles to accelerate the progress of two key transportation projects in the southern part of the capital.
The two projects being reviewed include the investment project to build a road connecting the Phap Van-Cau Gie road with Ring Road 3, and the project to build the My Dinh-Ba Sao-Bai Dinh road, the section connecting from the southern arterial road to the Huong Son- Tam Chuc road.
According to the Hanoi City Investment and Construction Project Management Board, the project to build a road connecting the Phap Van-Cau Gie road with Ring Road 3 has a length of approximately 3.4 km.
The project’s starting point intersects with the Phap Van-Cau Gie expressway, and its end point intersects with Ring Road 3; the typical roadbed cross-section is 60m wide.
The project commenced on July 19, 2023, with a contract duration of 760 days. The total area requiring land clearance is 322,062 m2, with 2,524 clearance plans.
To date, authorities have recovered 259,217.4 square meters, reaching 80.4%; striving to complete land clearance before September 30, 2026.
The project is divided into three construction packages. The total value of work completed to date has reached VND 297.98 billion out of a total value of VND 2,024.47 billion, equivalent to 14.72%. The area of land available for new construction is approximately 3.1 hectares out of a total of 32.2 hectares.
Cumulative disbursements for the entire project up to the reporting date reached VND 1,057.27 billion out of a total investment of VND 3,241.55 billion, equivalent to approximately 32.61%. The projected disbursement for 2026 is VND 109.4 billion out of a planned VND 196 billion, reaching 56%.
During a site inspection, Hanoi Party Secretary Tran Duc Thang emphasized that the project plays a crucial role in regional transportation. However, the project’s implementation has not yet met expectations.
Therefore, Thanh Tri commune, Yen So ward, and other relevant localities are required to complete all land clearance work for the remaining area by September 2026 and hand it over to the contractor for construction.
The relevant units are focusing on implementing the 800m section connecting Cau Gie Bridge to National Highway 1A, ensuring synchronization with the investment project to build the road connecting Phap Van-Cau Gie Road with Ring Road 3. Land clearance for this section must also be completed by September 2026.
Regarding construction work, the Secretary of the Hanoi City Party Committee requested the Hanoi City Investment and Construction Project Management Board for Transportation Projects and contractors to expedite construction wherever land is handed over, ensuring the quality and progress of the project. He also instructed the Party Committee of the Hanoi City People’s Committee to direct the City People’s Committee and relevant departments and agencies to urgently review the plan. If adjustments to the technical plan and solutions are necessary, this must be completed by August 2026 to facilitate the contractors’ work.

The Secretary of the Hanoi City Party Committee requested that relevant agencies and units focus on the project with a sense of responsibility, effectively carrying out each assigned task, and ensuring the completion of the entire project in the fourth quarter of 2027.
The My Dinh-Ba Sao- Bai Dinh road construction project, connecting the southern arterial road to the Huong Son-Tam Chuc road, has a total length of 12.5 km, a cross-section of 21 m, and a design speed of 80 km/hour.
The route begins at Km31+800, intersecting with the Southern arterial road, and ends at the intersection with the Huong Son-Tam Chuc road. The project is implemented in Ung Hoa, Hoa Xa, and Huong Son communes, Hanoi city, with a total investment of VND 2,080.356 billion.
The project commenced on May 17, 2025, with a contract duration of 23 months, from May 2025 to April 2027. The total area requiring land clearance for the project is 422,053 m2.
To date, 382,835 m2 of land has been handed over for construction, reaching 90.7%. The entire route comprises one construction package. The total value of work completed to date is VND 267.6 billion out of a total value of VND 1,338.031 billion, equivalent to approximately 20%. The length of land available for construction is 10.42 km.
At Ngoai Do Bridge and Song Day Bridge, construction units are accelerating the progress of bored piles, abutments, piers, and girder casting foundations. The project is included in the list of key projects of the Hanoi People’s Committee.
However, overall progress has not yet met the target of completing land clearance in June and July 2026.
To complete the project in the fourth quarter of 2027, no later than August 2026, the People’s Committees of the communes must definitively complete the land clearance work, including the relocation of above-ground and underground technical infrastructure.
During a site inspection of the project, Hanoi Party Secretary Tran Duc Thang emphasized that this is an important connecting road; upon completion, it will contribute to attracting tourists to the Huong Son complex of historical sites and scenic spots.
Relevant units and localities need to proactively implement the project and ensure the set schedule is met. Huong Son commune should urgently complete the land clearance work for the remaining area and promptly hand it over to the investor and contractor for construction.
The Secretary of the Hanoi City Party Committee requested that relevant units focus human and material resources, accelerate progress, ensure safety and quality of the project; and complete and put the entire line into operation in the fourth quarter of 2027.
