The resolution affirms that the construction and pilot implementation of the “socialist commune and ward” model in Hanoi is a requirement with profound political , social, and practical significance; it both concretizes the values, goals, and characteristics of Vietnamese socialism in the new development conditions of the capital city, and creates a basis for testing and perfecting a modern, democratic, disciplined, humane, and developmental grassroots governance model, in line with the requirements of building a “Cultural – Civilized – Modern – Happy” capital city.
The Hanoi Party Committee has determined that the construction and pilot implementation of the “socialist commune and ward” model must fully adhere to the Party’s guidelines and policies, and the State’s laws and regulations; closely follow Resolution No. 02-NQ/TW of the Politburo, the development orientation of the Capital, and the development principles of the socialist regime, with the happiness and quality of life of the people as the highest goal. At the same time, it serves as a comprehensive measure to evaluate the effectiveness of all policies, governance activities, and development results at the grassroots level in the Capital.
The Hanoi City Party Committee unanimously agreed that the “socialist commune and ward” model must clearly reflect the positive nature of the socialist regime from the level closest to the people; in which, the people are the center, the subject, the goal, and the driving force of development; all policies, tasks, and solutions must aim at improving the quality of life, ensuring fairness and social progress, and leaving no one behind; taking the consensus, satisfaction, level of enjoyment, and happiness of the people as an important measure.

The pilot implementation must link governance innovation with the reorganization of development space according to planning; efficient use of land, infrastructure, public assets and local resources; promotion of green economy , digital economy, and circular economy; and ensuring harmony between economic development and culture, society, environment, national defense, security and social order and safety.
Building the model of “socialist communes and wards” must ensure the inheritance of traditions, the promotion of Hanoi’s identity, and the harmonious combination of long-standing cultural values with the requirements of modern development, contributing to the formation and dissemination of the image of a civilized, elegant, humane, and disciplined capital city.
The pilot program must be streamlined, practical, feasible, immediately implementable, measurable, and scalable; it must select representative areas, design a clear model, specifically define criteria, evaluation indicators, and monitoring mechanisms, ensuring that the pilot process produces tangible results, providing a scientific and practical basis for refining and expanding the model citywide.
Based on that, Hanoi City is implementing a pilot program in two communes, Phuc Thinh and Thu Lam; ensuring that the pilot program is focused and targeted with a specific roadmap, consistent with the orientation of spatial development organization, infrastructure conditions, development potential, governance capacity, and the readiness for innovation of the grassroots political system.
