The conference reviewed and commented on important and urgent issues of the city, including: adjusting and supplementing the total public investment plan for 2026 from the city-level budget to ensure resources for key projects and create momentum for economic growth; adjusting the Hanoi City Housing Development Program for the period 2021-2030; and the multi-purpose urban area project in Hanoi.
In addition, there is the policy of investing in a number of projects to be implemented according to Resolution No. 258/2025/QH15 dated December 11, 2025, of the National Assembly on piloting some specific mechanisms and policies to implement large and important projects in the capital city, including: the project to invest in, renovate and enhance the value of the West Lake area and the scenic lakeside traffic route using the public-private partnership (PPP) method, build-transfer (BT) contract type; and the project for the National Highway 1A spatial axis associated with urban beautification and reconstruction using the public-private partnership (PPP) method, build-transfer (BT) contract type.
Based on the report and presentation from the Party Committee of the City People’s Committee, the conference focused on discussing and giving opinions on related issues. The Party Committee of the City People’s Committee explained and accepted the opinions of the delegates. Based on that, the Executive Committee of the City Party Committee, 18th term, voted to approve the Resolution of the specialized conference.
The topics presented and considered at the City Party Committee’s thematic conference are key and urgent issues directly related to the implementation of the city’s strategic goals for the entire 2026-2030 term and beyond; improving urban infrastructure to serve the people; promoting GRDP growth of 11% or more; and contributing to building a cultured, civilized, and modern capital city.

In his concluding remarks at the conference, Hanoi Party Secretary Nguyen Duy Ngoc stated that the swift implementation of the important and urgent contents approved at the conference is a concrete step in realizing the Resolution of the 18th Congress of the Hanoi Party Committee, the action program to implement the resolution, and the immediate implementation of the spirit of the 14th National Congress of the Party; thereby directly contributing to the goal of achieving a growth rate of 11% or higher in 2026 and the 2026-2030 period. The results of the conference also contribute to the process of building the three pillars of Hanoi’s development: institutions, planning, and a new development model, linked to establishing a double-digit growth model for the capital in the new era with a vision for 100 years and beyond.
The City Party Committee assigned the City People’s Committee Party Committee to fully incorporate the opinions of the conference; review and finalize the contents presented to the conference, complete the dossiers and procedures in accordance with the correct process and regulations; and assigned the City Party Committee’s Inspection Committee to develop and implement a plan for inspection and supervision of the approved contents, schemes, and projects to promote and promptly identify, advise on, and handle any arising difficulties.
The Propaganda and Mass Mobilization Department of the City Party Committee proactively directs and guides the dissemination of information, ensuring that the policies and resolutions of the City Party Committee are fully and promptly communicated to the people so that they understand them correctly, agree with and support them, and participate actively and proactively in a substantive manner.

“The key and urgent tasks require the City Party Committee and Party committees from the city level to the grassroots to work together in unity, with urgency and responsibility, immediately getting to work with the spirit of doing it right away, quickly, correctly, effectively, and to the end. The city will not miss the opportunity as directed by General Secretary To Lam and the Central Committee for the Capital: Every policy decision and investment project must ensure that it both preserves traditional values and shapes cultural spaces, while creating capacity for innovation, all to bring a prosperous and happy life to the people and create breakthrough changes in 2026,” Comrade Nguyen Duy Ngoc emphasized.
Party Secretary Nguyen Duy Ngoc requested that media outlets coordinate their efforts in disseminating information to the public and society so that they understand correctly and agree on the development of the capital city.
