Prime Minister Pham Minh Chinh chaired a working session of the Government Standing Committee with the leaders of Hanoi city, continuing to provide feedback and suggestions on the Master Plan for Hanoi Capital City with a 100-year vision.

On the afternoon of March 14th, at the Government headquarters, following the directives of the Politburo and the Secretariat, Prime Minister Pham Minh Chinh chaired a working session of the Government Standing Committee with the leaders of Hanoi city, continuing to provide feedback and suggestions on the overall planning of Hanoi Capital City with a 100-year vision.

Attending the meeting were Politburo member and Secretary of the Hanoi Party Committee Nguyen Duy Ngoc; Deputy Prime Ministers ; and leaders of ministries, central agencies, and the city of Hanoi.

After listening to the reports, opinions, and concluding remarks of the working session, Prime Minister Pham Minh Chinh commended and highly appreciated Hanoi for inheriting and developing the traditions and achievements of previous periods, and for decisively, urgently, synchronously, and effectively implementing three important strategic tasks, both immediate and long-term, with a far-sighted vision and deep thinking: Drafting the Politburo’s Resolution on building and developing the Capital in the new era; drafting the revised Law on the Capital to be submitted to the National Assembly; and developing the overall master plan for Hanoi.

In this context, the Politburo’s Resolution serves as the political foundation, the amended Capital City Law as the legal foundation, and the Capital City Master Plan as the spatial development foundation. These drafts were meticulously and thoroughly prepared, possessing high intellectual content, rich in practicality, and demonstrated strong determination and great effort. Simultaneously, land clearance work was accelerated, receiving public support, promoting many large projects and removing bottlenecks.

The Prime Minister assessed that the master plan for the capital city is of great importance to the development of the capital, the region, and the entire country; it reflects Vietnamese intelligence, Vietnamese culture, Vietnamese identity, Vietnamese people, Vietnamese society, and Vietnam’s development in the new era.

The Prime Minister requested further concretization and incorporation of all relevant resolutions and conclusions of the Central Committee, the Politburo, the Secretariat, and directives of the Party Central Committee.

General Secretary To Lam acknowledged the valid opinions expressed at the meeting in order to further refine the Plan.

Emphasizing several key points, the Prime Minister stated that the philosophy of the Master Plan is to put people at the center and as the main actors; to create a prosperous, civilized, thriving, distinctive, modern city with a 100-year vision; to develop in a multi-polar, multi-layered, multi-centered, multi-directional, multi-dimensional way; to be digital, bright, green, clean, beautiful, and culturally rich; to harmonize people, culture, society, and nature, creating “villages within cities, cities within villages,” with preservation, inheritance, and development. The breakthroughs include urban reconstruction, rural modernization, smart service development, and advanced industries.

The Prime Minister suggested that Hanoi research and find a location to build a planning exhibition center to publicize planning, monitor planning, promote investment, and also serve as a tourism product.

The Prime Minister emphasized and noted several additional points, such as planning for the development of low-level, high-level, and space-based economic spaces; planning for underground spaces to underground electricity, water, telecommunications, and transportation infrastructure; reviewing industries and sectors to optimize surface space, especially in the south, Xuan Mai, Ba Vi, Son Tay, and Soc Son; developing the airport economy; exploiting the West Lake area; developing the capital’s ecosystem in conjunction with localities in the region; developing a secure and safe capital; effectively utilizing the five modes of transportation; adapting to climate change, restoring green rivers, addressing environmental issues, traffic congestion, and flooding; preserving, maintaining, and promoting Hanoi’s culture and identity, the Old Quarter, and historical and cultural relics; planning for development space and leading the way in developing the cultural and entertainment industries; and smart urban governance and management.

The Prime Minister emphasized that urban planning needs to closely integrate both the framework and the details; fully utilize Hanoi’s unique potential, outstanding opportunities, and competitive advantages; and strictly implement the plan, ensuring that each task is carried out thoroughly and completely. To guarantee feasibility and enforceability, priority should be given to implementation, especially those with high ripple effects and significant impetus.

Regarding the development of standards and regulations, the Prime Minister agreed in principle with Hanoi’s proposal, emphasizing the need for standards that are both specific to the capital city and universally applicable, while ensuring connectivity with the rest of the country if necessary.

The Prime Minister emphasized the need to diversify and optimize state resources, promote public-private partnerships, develop policies to mobilize resources such as BT and BOT projects, policies for TOD models, bond issuance, and the establishment of funds such as social housing funds. He stressed that internal resources should be fundamental, strategic, long-term, and decisive, while external resources should be important and provide breakthroughs… in the implementation and realization of the plan.
