Hanoi City Police have just announced traffic diversions and route arrangements for all types of vehicles to serve the 14th National Congress of the Communist Party of Vietnam, which will take place from January 19th to 25th, 2026 at the National Convention Center.
To ensure traffic order and safety, the traffic diversion plan will be implemented from 5:30 AM to 11:30 AM on January 14th, and from 6:00 AM to 8:30 AM; 10:30 AM to 12:00 PM; 1:00 PM to 2:00 PM; and 4:00 PM to 7:00 PM from January 19th to 25th.
Hanoi is implementing traffic diversion measures from January 14th to 25th to facilitate the 14th National Congress of the Communist Party of Vietnam.
According to the above schedule, authorities will temporarily prohibit all regular trucks and specialized trucks, and passenger cars with 16 seats or more from operating on the following roads: Pham Hung (from Me Tri to Tran Duy Hung), Thang Long Boulevard (lane adjacent to the National Convention Center), Tran Huu Duc, Le Duc Tho, Le Quang Dao, Do Duc Duc, Mieu Dam, Tran Duy Hung, Khuat Duy Tien (from Le Van Luong to Pham Hung), Nguyen Chi Thanh, Lieu Giai (from Nguyen Chi Thanh to Phan Ke Binh), Dao Tan, Kim Ma, Van Phuc, Nguyen Thai Hoc, Tran Phu, Hung Vuong, Chu Van An, Hoang Dieu, Doc Lap, Le Hong Phong, Hoang Van Thu, Nguyen Tri Phuong, Dien Bien Phu, Le Duan (from Dien Bien Phu to Nguyen Du), Hang Long, Tran Binh Trong, Tran Hung Dao (from Quang Trung to Quan Su), Quan Su, Trang Thi.
Restrictions apply to regular trucks and specialized trucks, and passenger cars with 16 seats or more (except vehicles serving the Congress) on the following routes: Hoang Hoa Tham, Thanh Nien, Thuy Khue, Nghi Tam, Au Co, An Duong Vuong, Yen Phu, Tran Nhat Duat, Hai Ba Trung, Lang, Lang Ha, Le Van Luong, Khuat Duy Tien, Me Tri, and Thang Long Boulevard.
Specifically, on the elevated section of Ring Road 3 (from Thang Long Bridge to the intersection with National Highway 5A), from 6:00 AM to 9:00 PM on the days from January 19th to January 25th, all vehicles with a total permissible weight of 10 tons or more are temporarily prohibited from circulating (except for vehicles serving the Congress and priority vehicles on urgent duty).
During the temporary ban and restrictions, authorities are guiding vehicles to choose alternative routes. Vehicles traveling from eastern provinces to western provinces should use the Hanoi- Hai Phong Expressway and National Highway 5, then turn right onto the Thanh Tri Bridge – Phu Dong Bridge access road to the Ninh Hiep intersection, and continue along the new National Highway 3, and vice versa.
Vehicles traveling from southern provinces to eastern, western, and northern provinces can take the Phap Van – Cau Gie expressway to the Do Muoi intersection, then turn right onto Do Muoi road, the elevated Ring Road 3 – Thanh Tri bridge, and the Hanoi – Hai Phong expressway access road to go east; or cross the Phu Dong bridge to the Ninh Hiep intersection via the new National Highway 3 to go west; or go straight on the Hanoi – Bac Giang expressway to go north and vice versa.
Vehicles traveling from the southern provinces to the northwestern provinces can use the Ho Chi Minh Highway – National Highway 21A and vice versa. For travel from the southern provinces to the western provinces, one can take the Phap Van – Cau Gie expressway to Do Muoi – Ngoc Hoi, or from National Highway 1A turn onto Phan Trong Tue – Cau Buou – Van Khe – Le Trong Tan – Hoang Tung – Thang Long Boulevard service road – Tay Mo – Mieu Nha – Xuan Phuong – Cau Dien – Ho Tung Mau – Pham Van Dong – Thang Long Bridge – Vo Van Kiet – National Highway 2.
For vehicles traveling from Phu Tho to the center of Hanoi via National Highway 32, the Hanoi-Hoa Binh Expressway, or the Cultural Village road, authorities recommend taking the Cau Dien – Ho Tung Mau route or National Highway 21 – National Highway 6 – Quang Trung – Tran Phu – Nguyen Trai and avoiding Thang Long Boulevard.
