The Hanoi People’s Committee has just issued a plan to convert taxis using fossil fuels to those using electricity and green energy in the city.
In its plan, Hanoi has set a roadmap to complete the conversion of all gasoline- and diesel-powered taxis to electric and green energy vehicles by 2030 at the latest. To implement this plan, the city is developing mechanisms and policies to encourage and support taxi companies in proactively transitioning their vehicles.
Hanoi aims for 100% electric and green energy taxis by 2030.
Specifically, the People’s Committee of Ho Chi Minh City will develop and submit to the City People’s Council a resolution stipulating a number of policies to support the conversion of road transport vehicles to clean energy and a number of measures to limit the use of road transport vehicles that emit pollutants into the environment in the city.
The city will subsidize a portion of the interest on commercial bank loans for contracts aimed at converting taxis to electric and green energy vehicles. It will also facilitate these entities’ access to preferential funding from the city’s Development Investment Fund.
Taxi businesses will receive support, including reduced registration fees and initial license plate issuance fees for electric and green energy taxis. The city is also considering preferential parking rates for electric and green energy taxis in public parking lots. Incentives will also be offered to businesses investing in public charging station infrastructure.
We propose that the competent authorities consider extending the preferential policy of 100% exemption from registration fees for electric and green energy vehicles, with particular priority given to vehicles of businesses operating passenger transport services by taxi.
Regarding the roadmap for converting gasoline and diesel-fueled taxis to electric and green energy vehicles, the city aims to achieve 64% by 2026, 68-70% by 2027, 74-77% by 2028, 88-96% by 2029, and 100% by 2030.
After 2030, the city will focus on maintaining stable operating conditions for electric taxis and green energy, prioritizing improved access to charging infrastructure, parking areas, and appropriate traffic management.
